PHRF Handicap Class
By-Laws - 2000
Article I
With the intention of promoting and
nurturing competition in racing under the Performance Handicap Racing Fleet
(PHRF) rating system, the PHRF Handicap Class of the Southern Yacht Club is
herein formed.
Article II
The officers of the Class shall be
Fleet Captain, a Secretary/Treasurer, and Qualifications Officer. The officers shall be elected for one (1)
year terms by a majority of the members present at the annual meeting of the
Class.
A. The
Fleet Captain shall preside at all meetings of the Class and shall have the
general powers and duties of supervision and management usually vested in the
Chief Executive Officer of an organization.
B. The
Secretary/Treasurer shall have charge of all funds of the Class and shall
maintain records of receipts and disbursements, making a report of same to the
Class at the annual meeting. He shall
attend all Class meetings and record all votes and the minutes of all
proceedings attributable thereto. He
shall give notice of all meetings of
the Class and shall perform such other duties as may be prescribed by the Fleet
Captain.
C. The
Qualifications Committee shall decide the admissibility of any yacht proposed
for membership. The Qualifications
Committee shall be composed of the Fleet Captain, Secretary Treasurer, and the Qualifications Officer, as chairman.
There shall be an annual meeting of
the Class at least once per year prior to the start of the SYC Racing
Season. At any duly called meeting of
the Class members may be represented by written proxy, but the appointed proxy
must be another member of the Class, and no member may represent more than two
proxies. Votes will be cast only on the
basis of one vote per yacht represented. Members are required to start at least
two (2) of the PHRF Class races as specified pursuant to Article VIII hereof in
the prior racing season, in order to maintain their voting privileges.
Article IV
A Qualifications Committee shall rule
on the eligibility of yachts and shall issue a membership invitation. When a
member yacht is sold or disposed of, membership with respect to the yacht and
the former owner ceases.
Article V
The Qualifications Committee shall
set criteria for membership. The
criteria shall be a yacht that is a
fully sound racing vessel with standard rigging, accommodations for normal
crew, and all required safety equipment.
No yacht with a PHRF rating slower that 210 shall be included.
Article VI
The Class shall utilize the
Performance Handicap Racing Fleet (PHRF) Gulf Yachting Association rules as a
basis for handicapping. All
member yachts shall have a current PHRF certificate.
Article
VII
There are no limitations on sail
inventory in the PHRF Handicap Class.
Article
VIII
The racing season shall coincide with
that of the Southern Yacht Club Racing Schedule, and shall include such races
as a majority of the officers determine.
On or before April 1st of each year, the Secretary/Treasurer shall
forward to the membership a listing of not more than twelve (12) races which
shall constitute the official racing schedule for determination of the Class
Championship.
The Spring and Fall Championships
will be determine by the best cumulative points scored by a member yacht in
five (5) of six (6) races. Six races
must be sailed to have one throw-out race, otherwise all races will count.
The Class Championship will be
decided on the basis of cumulative points scored by a member yacht in any ten
(10) of the twelve (12) Class races so scheduled. The Fleet Championship will be determined by the best score in
Class.
Trophies shall also be awarded for
Spring/Fall Class winners.
PHRF Class shall be divided into
three or more classes based on PHRF ratings. The Class PHRF divisions will be
determined by the Class Officers based on the PHRF rating of each boat and
number of boats signed up for the entire racing season. Using these parameters, an attempt shall be
made to divide the fleet as fairly as possible.
Article IX
At the annual meeting, the
Secretary/Treasurer shall submit a financial report to the membership. The annual dues for each individual member
shall be set by the PHRF Class officers. An individual who is not a member of the SYC can join the PHRF
Class. A yacht shall not be scored
until its dues are paid.
Article
X
These by-laws may be amended by a
majority vote of the members present at any meeting of the Class duly called,
provided the general subject matter of such amendment is included in the
call. Meetings may be called on ten
(10) days written notice by a majority of the officers or any eight (8) members
of the Class.
Article X
A majority of the officers of the
Class are given the broadest authority in the interpretation of these by-laws:
their interpretation shall be final and not subject to protest. Any interpretation of a majority of the
officers may be overruled only by a majority vote of the members present at a
duly called meeting of the Class.
